I. Babakhanov was born in the Andijan region in 1969. He graduated from the Andijan Agricultural Institute (hydraulic engineer), Tashkent Financial Institute (economist), Academy of State and Public Construction under the President of the Republic of Uzbekistan. Supervises over development of actions on reconstruction and modernization of the enterprise.

Carries out the control over observance of design, design and technological discipline, rules and norms on a labour safety, safety precautions, industrial sanitary and fire safety, requirements of nature protection, sanitary bodies, and also the bodies which are carrying out technical supervision.

Provides timely preparation of the engineering specifications.

Organizes carrying out of scientific researches and experiments, tests of new technical equipment and technology, and also work in the field of the scientific and technical information, rationalization and invention, distribution of the advanced know-how.

Organizes training and improvement of professional skill of workers and technical officers and provides constant perfection of preparation of the personnel.
